ProSol could leverage its culture knowledge capability to seek new work in the area of cultural information. Cultural information can be differentiated from typical regional approaches by the level of analysis, depth of research, and research sources. Cultural information addresses why population in the AO behaves in a certain way, whereas traditional approaches mostly focus on the capabilities of potential and current adversaries. Cultural information assessment better supports the DODs requirements in the current era of hybrid wars, in which guidance emphasizes gaining support of the local population first, and secondly eliminating the threat. The logic is based on the notion that if U.S. forces lose the support of the people, the adversary now have larger human resource base to replace their losses. Conversely, if the people refuse to support the adversary, then their ranks will diminish until they are no longer a threat.
The knowedge and skills to effectively present culture information to warfighters is equally valuable and hard to find. The capability requires the fusion between academic methods and military requirements. It is not enough to present interesting data related to the human domain; the information must serve an operational goal. The presenter must draw the correlation between the culture observation and how it is useful to the warfighter. ProSol possesses a uniquely talented workforce that is able to both research and present culture information for military customers. ProSol instructors with CAOCL experience maintain the ability to tailor material to fit different military audiences in terms of their MOS’s, and their mission.
Although DOD budgets are declining this capability could support other agencies, such as the Department of Justice and the Department of State. For example, the Drug Enforcement Agency maintains a growing foreign presence in Latin America and now Africa that requires the agency to deal with foreign populations, security forces and interagency. ProSol could support the standardized training of DEA personnel in the economic, ethnic, religious patterns of behavior that enable a deeper understanding than a link and node chart. ProSol could similarly support US AID in the same manner.
